What ZATCA requires

Two phases of e-invoicing.

Saudi Arabia's e-invoicing regulation (FATOORA) is rolled out by the Zakat, Tax and Customs Authority (ZATCA) in two phases.

Available in Scan2Pay

Phase 1: Generation

In force since 4 December 2021

  • Issue and store invoices electronically, through an e-invoicing solution instead of by hand.
  • A QR code is mandatory on simplified tax invoices (usually business to consumer) and optional on standard tax invoices.
  • No integration with ZATCA's systems is required in this phase.
Coming to Scan2Pay

Phase 2: Integration

Started 1 January 2023, in waves of taxpayers that ZATCA notifies

  • The invoicing system is integrated with ZATCA's FATOORA platform.
  • Standard tax invoices are cleared by ZATCA before they go to the buyer; simplified tax invoices are reported within 24 hours.
  • The QR code adds cryptographic fields: the invoice hash, digital signature, public key and ZATCA's cryptographic stamp.
The Phase 1 QR code

Five fields, one scan.

The Phase 1 QR code carries five fields, encoded in TLV (tag-length-value) format and then Base64. Scanning it shows the details below.

How it works

  2. Place the QR Drag it anywhere on a live preview, on the first page or all pages.
  3. Generate The QR is stamped onto a copy of the invoice PDF, which is saved to QuickBooks as an attachment.

Good to know

  • Scan2Pay is an independent app. It is not affiliated with, or endorsed by, ZATCA or Intuit.
  • Scan2Pay adds the QR code. Your business remains responsible for its invoices meeting the rest of ZATCA's e-invoicing requirements, including the mandatory invoice fields and the e-invoicing solution you use.
  • If ZATCA has notified you to join Phase 2, a Phase 1 QR code on its own is not enough: your invoices must be integrated with the FATOORA platform.
  • This page is general information, not tax advice. Check ZATCA's official guidelines at zatca.gov.sa or ask your tax adviser.
FAQ

ZATCA QR questions.

Is a QR code mandatory in ZATCA Phase 1?

Yes on simplified tax invoices, which are usually issued from a business to a consumer. On standard tax invoices (business to business) the QR code is optional in Phase 1.

What does Scan2Pay put in the QR code?

The five Phase 1 fields: seller name, seller VAT registration number, invoice date and time, invoice total including VAT, and the VAT total, encoded in TLV and Base64.

Does Scan2Pay connect to ZATCA's FATOORA platform?

No. Integration with ZATCA isn't required in Phase 1. Phase 2 (integration) support is coming to Scan2Pay.

ZATCA notified me to join Phase 2. Can I use Scan2Pay?

Not for Phase 2 yet. In Phase 2 your invoices must be integrated with the FATOORA platform, and a Phase 1 QR code alone is not enough. Until Scan2Pay supports Phase 2, you'll need an e-invoicing solution that is integrated with ZATCA.

Is Scan2Pay approved by ZATCA?

Scan2Pay is an independent app and is not affiliated with ZATCA. ZATCA doesn't issue the Phase 1 QR code; it is generated by the e-invoicing system using the fields ZATCA defines.

Does it change my invoice in QuickBooks?

Not the invoice itself: the amounts, lines and customer stay as they are. Scan2Pay stamps the QR onto a copy of the invoice PDF and adds the finished PDF as an attachment on the invoice.

Which QuickBooks does it work with?

QuickBooks Online. You sign in with the Intuit account you already use.

Is there a free plan?

Yes. Plan limits and pricing are on the app listing.
